No Pickups allowed from previous season's week 18 until the season draft is completed. The following Tuesday the league will start the add/drops. Pickups end with the end of the seasons, week 18. After week 18 the site will be changed to: Owners may not do add/drops.

TRANSACTION RESTRICTIONS: Teams are allowed to make 54 player moves a year (27 add / drops). After the 54 players, each add (1.00) / drop (1.00) will cost the team a transaction fee. League will notify the team when 40 player moves (20 add / drops) has been reached.  Roster move fees must be paid after the regular season has ended and before the year's end banquet to the treasurer. The 54 player moves averages to 3 player add / drops per week, for the 18 week season plus the week before the season begins. Moves that do not count toward the fee total:  to and from IR and Practice Squad, players added to replace IR and PS players and players waived when IR or PS are activated. Pickups to IR and PS will count as a move (1.00 per player) but the roster move to IR or PS, will not count. Players waived from IR or PS will also count. Post draft week moves will count toward the total moves per the above rule. Trades will not count towards the player move total. (2017)







ADD A PLAYER:  Players may be added to the rosters by draft, trade, injured reserve, waived players or players not previously selected. Whole defenses and special teams will be added. They cannot be split when selecting. A defense and special team will count as 1 player on a roster. Players added cannot exceed the roster limit of 20. All active players over the limit must be waived to get to the 20 players allowed. No player can be added after week 18. After week 18 the site will be changed to: Owners may not do add/drops. No Pickups allowed from previous seasons week 18 until after the the league draft is complete. The following Tuesday after the draft, the league will start the, add a player. Waiver order will be the same as round 1 of the draft. After each week the waiver order will be based on reverse order of standings. Worst to Best. Free agents can be picked up by any team. NOTE: All free agent players go on waivers 5 minutes before the 12:00 pm CST games begin. The games that start early Sunday morning (London) do not effect late pickups. It's only the noon games that are involved. The week does not end until MNF is completed.

Waiver Process/Period: Waiver claims can be posted by a team on Tuesday, Thursday and Saturday. Waivers are then processed at approximately, 12am the following morning. Players waived are on waivers for 1 day. Five minutes before the players game, the player will be locked until the following waiver period (Tuesday). Players waived on Tuesday (processed Wednesday morning) will not be available for pickup for a Thursday night game. They will be available the next waiver period. Waiver tips: 1. When picking up a defense/special team, select the defense only. The special teams will be added later. If a team selects a defense and another selects the special team, 1st waiver (highest team to select) gets both. In case of reverse order ST first pick and defense second, higher pick gets both. 2. Select your waivers or Sunday pickups early. Five minutes before the noon games, all players are locked out and can not be picked up until the next waiver period. Tuesday/Wednesday morning. 3. Players can be traded to higher selection teams in the waiver process order. ie. Tuesday's pickup: 12th team has team 1 select a player and trade that player to team 12 for a rostered player on team 12.

NEW LEAGUE SEASON: The new league season will start on March 1st when waivers and trades will begin. No pickups will be allowed until the rookie and regular season draft is over in August on the following Tuesday. March 1st is a date that can change. The league must be archived on CBS before the season can begin. If the league archive is delayed, then the season start will also be delayed. Waivers and trading must keep a starting lineup. Rosters may be below 20 at this time. If a trade is made and a team does not have a starting lineup, the trade can not be posted until the Mini Camp begins in August. 

WAIVE A PLAYER: A player can be waived from a roster at any time. Players can be waived from the roster, IR or IR-DTR(practice squad). Whole defenses and special teams will be waived. They cannot be split when waived. A defense and special team will count as 1 player on a roster. Players waived for 1 day and will follow the waiver order to be picked up by another team. Once the player game starts he will be locked until the end of the week after the Monday night game. Players must be waived from the active roster if it exceeds the 20 player limit. No player can be waived after week 18. After week 18 the site will be changed to: Owners may not do add/drops until the league is archived(about the end of February), when waivers can begin again  Waivers are also not allowed the week before the season draft. After the draft is completed, the following Tuesday, the league will start the, waive process. Waiver order will be the same as round 1 of the draft. After each week the waiver order will be based on reverse order of standings. Worst to Best. Off season waivers will not count towards the 54 limit total until the first pickup night following the season draft.

QUICK TIP: How to find if you can move a player to the Injured reserve or Physically Unable to Perform (PUP). First check the player profile page on CBS. It will list either IR or PUP. Suspended players must have a roster exemption from the Commissioner to be put on the Practice squad. IR (injured reserve) is for players who are injured. PUP (physically unable to perform), Reserve- NFI (non-football injury), Reserve- Did not report, Reserve- Suspended by the Commissioner. Practice Squad. Without a exemption from the NFL commissioner, suspended players can not be put on the Practice Squad. Order of league acceptance for each list: 1. Official NFL team roster. 2. CBS player profile page. The reason is sometimes CBS is slow to show the change on the player profile page. Here is  a link to check each NFL teams roster to help in a players roster move. INJURED RESERVE and PRACTICE SQUAD(SUSPENDED,PUP,RESERVE-NFI): 2023- Change PUP player moves from - move to practice squad to move to IR. Players to be placed on PS will then be suspended or the 1 rookie moved to practice squad before the season draft or after. CBS now allows owners to move PS to IR player list  in 2022.  Players may be placed on IR by a team only if that player is placed on the list by an NFL team. There is no limit to the amount on IR. IR players do not count against the roster limit (20). IR players cannot be replaced or put on IR after week 18. No Defense/Special team can be put on IR. You can notify the league that one or more of your players are to be put on IR by the league message board or by a phone call to the league secretary. Once the NFL makes the IR official, you should be able to place the player on IR yourself. Once a player is activated the FFL team has 1 week after to make a roster change. If not, league will release the player. FFL teams may have more than 1 player on IR. Players can be placed on the Practice Squad. Players who are suspended can be put on the practice squad when the team receives a roster exemption from the NFL. Once the player is returned to the active roster the FFL team has 1 week to activate the player. After 1 week the league will release the player from the FFL89 teams roster. If a bye week is involved, the team has an additional week to activate the player.  If a team is eliminated from the playoffs and a player is activated by the NFL team, the 1 week rule will not apply. the roster will be considered frozen. After week 18 the site will be changed to: Owners may not do add/drops. Players on IR or practice squad (frozen rosters) must either be released or put on the active roster before the season's MINI CAMP begins. Players must be waived from the active, reserve rosters,practice squad or IR player to get to the 20 player limit. If teams do not release, activate or reserve, practice squad or IR players, the league will release the player/s from the roster the day MINI CAMP begins, starting from the bottom up of the current draft board, to get the rosters to 20 players. The starting mini camp roster must always have a starting lineup included. The league will be notified of the moves made by email. Players can be put on IR and PS before the season draft. This will free up player slots for the season draft.  NFL.com or NFL team pages are the official sites that will be used.

Practice Squad(old Taxi Squad): NFL.com or NFL team pages are the official sites that will be used. (2023) Rule change by new NFL roster rule change - NFL changed the roster rule to 1 cut from 90 to 53 man rosters. See below From the owners meeting in Arizona - Proposed roster rule: To establish one preseason roster reduction date and related procedures, proposed by 25 teams  Rule change: The NFL will keep their 32 teams' roster at 90 throughout the entire preseason and then have one day to trim the team from 90 to 53. This will likely result in fewer starters appearing in the preseason as well as an avalanche of cuts occurring across the league at the exact same time. (Aug.29,2023) - 2024 NFL - NFL has added that up to 2 players maybe put on IR when the cut down to 53 player roster is due.
New NFL rule for 2023 season. - Players maybe placed on a teams PUP list after NFL teams make their cuts to 53. This would be after the last preseason game  Moves would be allowed after the final NFL cuts and before the FFL89 season draft. This could then free up the draft slot for the draft. Suspended players would have to be placed on the PUP list after the cuts to 53 players. Players who will be put on IR (either IR out for the year or after cuts to the 53 man roster) can only be put on IR after the FFL89 season draft is completed (ie - first pickup night). Rule can not be split - either the entire rule passes or fails. The moves would be  NC (no charge)   (2019) Only players that are on suspended(with roster exemption from the NFL) or Commisioners Exempt list (see below under FROM THE NFL) or PUP list may be put on the practice squad. On the NFL team pages the players will be listed as: Reserve/Physically unable to Perform, Reserve/Suspended by Commissioner. You have 1 week to remove a player from the practice squad once the NFL team has done the same. If not removed the league will waive the player and inform the FFL team of the roster change. Players on IR can not be on the practice squad. They will be put on the Injured Reserve list. Players who have a suspension lifted and/or have been waived by a NFL team will be a free agent and follow the activated player rule. 1 week rule will apply. Allow drafted rookies to be placed on the practice squad. Now, just PUP and suspended players allowed. After 1 year the players will become part of the roster and can be kept or released the following season. During the year there is a limit of 2 moves to and from practice squad and only 1 rookie is allowed on the PS.. Also roster moves will be charged for the rookie moves, except moves from PS to IR. Rookies picked up during the season draft or during the season are not eligible for the practice squad, only rookies that your team drafted. Once the rookie has made the 2nd move, he must remain on the active roster or be waived. Only one rookie's can be placed on the practice squad when the Protect List is due. This will free up the rookies round for the season draft. If not done when the protect list is due, it will be completed after the season draft is completed. the rookie will remain in the draft board slot.

NFL COVID - What will happen to the player, roster wise.  Also practice squads for NFL teams will be going from 10 to 12 - 16 players. We know players will get the virus. What will we do with our rosters. What was passed is allow the players to be moved to the practice squad until they are returned to the roster when healthy. When the player is returned to the roster, you have 1 week to move the player back to your roster, when NFL teams make the move and make a player cut to keep the roster at 20. After 1 week the player will be waived by the league and moved to the free agent pool. Now PS can only be PUP, suspended and 1 rookie. This rule change will allow Virus players to be added and will only be for 2020-2021 seasons and be reviewed at the banquet if it's still needed. To and from PS and players added to replace or waive will not count towards the 54 player moves transaction totals. There is no limit to Virus players on the Practice squad. Players who Opted Out, are done for the NFL season and are also eligible for the PS. (2020, 2021)
NFL policy - NFL and positive COVID-19 tests   -   If the NFL has learned anything from watching other leagues return to action, it's that they are going to have to deal with some positive COVID-19 tests. Tennis, golf, soccer, the NBA and even NASCAR have come face-to-face with positive coronavirus tests, and some leagues have handled it better than others. With training camp right around the corner, the NFL understands that some of their players and staff will test positive, but it's how they handle the situation that matters. The league and the NFLPA have agreed that players who test positive but are asymptomatic will be quarantined for at least five days and must record two negative tests before returning. Symptomatic players must be quarantined for 10 days with two negative tests.

Reserve PUP Rule: 2023- Change PUP player moves from - move to practice squad to move to IR. Players to be placed on PS will then be suspended or the 1 rookie moved to practice squad before the season draft or after. CBS now allows owners to move PS to IR player list  in 2022. NFL rule: Reserve PUP players are not eligible to play for the first four weeks of the season. Reserve PUP players do not count against the 53 man roster. They will be listed as injured. Reserve PUP players have a three week window after Week 4 to practice with the team, then a three week window to activate that player but, a roster decision must be made, either to activate to the 53 man roster or IR that player, within that timeframe. If after three weeks from week 4 the player does not begin to practice he will be moved to IR. Reserve/NFI(non-football injury) players are the same as the PUP rule. FFL89 Rule: New Practice Squad. You must activate the player when the player is activated by the NFL team. You must release a player (if needed) to keep your rosters at 20. If the player is placed on IR the league will continue to list the player as injured. The player will not count towards the 20 player limit. Players not on a roster but on the NFL's Reserve PUP or reserve/ NFI can be added to a roster and will follow the Reserve PUP rule. FFL teams have 1 week after to make a roster change. If not league will release the player You may waive the player at any time Note: Active PUP players are in training camp and count against the 90 or 80 man roster. Players activated count towards the 53 man roster. If moved to the Reserve PUP or reserve/NFI , before the regular season begins, do not count against the 53 man roster and follow the Reserve PUP rule.

Suspended players with NFL roster exemptions: Players who are suspended can be put on the practice squad if the NFL team receives a roster exemption from the NFL. Once the player is returned to the active roster the FFL89 team has 1 week to activate the player. After 1 week the league will release the player from the FFL89 teams roster. NFL.com or NFL team pages are the official sites that will be used.
FROM THE NFL: "The Exempt List is a special player status available to clubs only in unusual circumstances. The List includes those players who have been declared by the Commissioner to be temporarily exempt from counting within the Active List limit. Only the Commissioner has the authority to place a player on the Exempt List; clubs have no such authority, and no exemption, regardless of circumstances, is automatic. The Commissioner also has the authority to determine in advance whether a player's time on the Exempt List will be finite or will continue until the Commissioner deems the exemption should be lifted and the player returned to the Active List." Exempt but not yet known if they will be suspended, Being placed on the exempt list means the player is paid and does not count against the club’s 53-man roster. But he can’t practice or play until he is removed from the list.
FFL note: If you are unable to place a player on IR or the practice squad with your phone contact Rick by email or text message to my phone and I"ll make the change for you. This only applies to player moves to IR and the Practice Squad. You will still have to make your own changes for waiver/pickup and add a player. NFL.com or NFL team pages are the official sites that will be used.
Note: Players may not be placed on IR or the practice squad during the preseason (team camps and pre-season games). Players can be placed on either once the NFL teams have designated the player to the list and the regular FFL89 season draft has been completed. This will be done when the cuts take place to the 53 man roster. Players listed on the IR or practice squad, from the previous season roster, will be considered as rostered players for the new season.IR/PS players will be placed on the new season draft board in ADP order.
Per NFL.com: A player is eligible to return to practice after four weeks of being on reserve and eligible to be activated to the 53-man roster two weeks after that.  There is a caveat to who is eligible for return: the player must be a part of the final 53-man roster at the start of the regular season.  Players who were placed on Injured Reserve during training camp will not be eligible for return. Each team is allowed 8 player moves from the IR list to the active roster per year. 2020, NFL changed IR to 3 weeks.

Trades: 2022 - No trades can be made unless the CBS site is up to date. All trades must be put in correctly or they are cancelled. A team saw that the rookie trades where not on the site. It was corrected and teams could then trade picks on the CBS site. This usually happens when CBS makes changes to the site from previous year to the new year, which does take some time.  Any amount of players can be traded for any amount. All trades will be handled by the league site (CBSsports.com). No trades will be allowed after week 10 of the regular season. After week 10 the site will be changed to: Trades are not allowed. Rosters are frozen from seasons end until end of February when the league has been archived. Trades are again allowed. Trading will begin March 1st, the new season year, before the draft. Trades can be made between MINI Camps end and one week before draft day. Only players on the protected list can be involved. Player/s can be traded for draft pick/s. Traded players will keep their ADP's and be slotted on the draft board in the ADP order with the new teams. When rosters exceed the limit of 20, you must waive enough players to get to the player limit. (Nettleton Rule-1992) Players traded cannot be traded back to the same teams for 4 weeks. After 4 weeks it's allowed. Whole defenses and special teams can be traded. They cannot be split when traded. A defense and special team will count as 1 player on a roster. 2015 - Will allow rookie draft picks and season picks to be traded. Rookie draft picks can only trade current year and next season picks. Can not trade any farther than 1 year out. Season draft picks can not be traded until after the protect list due date. Trades when allowed will not count toward the season 54 limit transactions.

Rosters at seasons end (2018): ADD A PLAYER: After week 17 the site will be changed to: Owners may not do add/drops or trades. No Pickups allowed from previous seasons week 17 until after the draft is completed. WAIVE A PLAYER: Owners may not do add/drops until the league is archived(about the end of February), when waivers can begin again  Waivers are also not allowed the week before the season draft. TRADES: Rosters are frozen from seasons end until end of February when the league has been archived. Trades are again allowed, SUMMARY: Rosters are frozen after week 17 is complete until the league is archived on CBS. Once the league is archived, trades and waivers are again allowed. Pickups are NOT allowed from season's end until the first pickup night after the regular season draft at the end of August / first part of September to follow the NFL's season's start. The league will notify the league owners when the site has been archived. IR and practice squad players do not count towards the roster limit until the roster cut-down before the rosters to 20 and protect list is due on a date set by the league
