LEAGUE NAME, SIZE and DIVISIONS: The league will be called Franchise Football League(FFL89) with the maximum of 12 teams.
Divisions will be North, South, East and West. They will be kept as balanced as possible in each division.

TEAM NAMES: Each team will submit a team name and will be used in the FFL89. They can be changed any time by the owner.

LEAGUE OFFICERS: The league will elect a Commissioner, Secretary, Treasurer, Super Bowl Coordinator and three rules committee members. Each owner will have one vote. Each position will be for one year. New officers will be elected at the banquet.
For 2023 season: Commissioner: Mike L., Treasurer: Tony, Secretary: CBSsports.com, FFL89 Secretary: Rick, Rules Committee, George, Mark and Rick, SB Coordinator: Rick, Rookie Draft Coordinator: Ethan

COMMISSIONER: Will be the chairman at all league meetings. Break tie votes and hand out league awards at the banquet. He will vote on an issue by the rules when a tie vote by the rules committee and will vote to break the tie. Exceptions: See Rule Protest

SECRETARY: Will handle the league site and FFL89.com. Input data needed for the league and be the first to try to settle scoring disputes that occur. If unable to do so, pass on to the rules committee. Will handle all league records and maintain the site where needed.  Will maintain a waiting list of names incase owners leave, to take over franchises.

TREASURER: Will handle the Franklins. Setup the Draft and Banquet locations. Help in the award handouts at the banquet.  League fees are to be paid to the treasurer at the draft.

RULES COMMITTEE: Rule on point protest, write and propose any new league rule or rule change, settle rules and league issues. If unable to resolve, will pass on to the commissioner. All rule changes must go to the rules committee first and then sent to the league for a vote. Exception will be at the banquet/owners meeting, when rules will be discussed by the league. Write rules to improve the league and present to owners. Each team will have one vote and a simple majority(at least 7 voting/present) will pass the rule or change. Once the season begins no rule/changes are allowed. Season begins with the first rookie draft pick of the year. Maintain and update CBSsports.com rules page.

Rookie Draft Coordinator: Will run the Rookie draft, draft order program at the banquet for the following years rookie draft. Draft Order Program will be used for picks 3 - 12. Picks 1 and 2 are the two final Toilet Bowl teams. 2022 - Draft program will no longer be used. See draft order rules 

Rule Changes: (2024)  Once the rookie draft is over we will add a additional year that can be traded. i.e. - 2024 plus 2025 picks, when the draft is completed, 2025 and 2026 picks can be traded. This will go into effect on August 1st to allow. No rule changes can be made once the season begins. The season begins with the NFL season starts. Any rule change after will be voted on at a owners meeting/online voting or year end banquet. At least 7 teams must be voting/present to vote on a rule change and a simple majority will pass or fail the proposed change. Any in season change will take effect in the following season. Rules to be presented at the banquet can be sent to the secretary to be recorded and presented at the banquet. Early votes can be sent to the league for owners not able to attend the year end banquet. NOTE: The league season begins after CBS archives the league which is around March 1st. This date is for drops and trades only. The official start to the season is the first pick of the rookie draft, when rules can not be changed for that season. Rule changes can be proposed after the season end meeting (banquet) and the first pick of the rookie draft. When a rule is proposed, it will be sent to the league for a vote and have a 2 week timeline to either pass or fail the rule, If there is not the required 7 votes, after 2 weeks the rule will be considered a failed rule. (2019), No rule that failed the previous year can be brought up again the following year unless it is written diiferently than the failed rule. This prevents the same failed rule coming up every year.

SUPER BOWL Coordinator: Member of the league officers, elected the same as the rest of the officers. Handle all the Super Bowl rosters, scoring  and post scores on the internet. The coordinator will be in charge of imposing roster penalties.
