Passed with some changes Allow drafted rookies to be placed on the practice squad. Now, just PUP and suspended players allowed. After 1 year the players will become part of the roster and can be kept or released the following season. During the year there is 20 maximum moves limit on moves to and from practice squad and only 4 rookies are allowed at a time on the Practice Squad. This doesn't include the players on PUP or Suspended with a roster exemption. Also roster moves will be charged for the player pickup but, not for the rookie to and from the practice squad. . Rookie players who are traded at the rookie draft, post rookie draft or during the season are not eligible for the practice squad. Rookies picked up during the season draft or during the season are also not eligible for the practice squad, only drafted players at the rookie draft by the drafting team. If a rookie is waived from a team and picked up again later, they will have lost their practice squad eligibility. If a rookie is put on Injured reserve by the NFL team, that player must be moved from the practice squad roster to injured reserve.Rookies moved to IR or from IR will not count as a rookie move just like all other players, to or from IR   Two rookies swapped from practice squad / injured reserve to active roster or active roster to Practice Squad / Injured Reserve will not count towards a team roster move but will count for the rookie player if it is a practice squad / roster move. 5 total practice squad / roster moves per player would be allowed during the season (weeks 1 to 17)  ex.: Rookie "A" moved to practice squad, 1 - rookie "A" player move, free agent pickup - team charged for pickup. Rookie "A" moved to practice squad, Rookie "B" moved to roster, 1 rookie move each player. Move 4 rookies to the practice squad and pickup 4 free agents, 1 move each rookie player and 4 roster moves charged to team roster move totals. Rookies rostered who have 5 total moves must be kept on the roster or released. Rookie with 5 total moves on the practice squad must remain on the PS or be released. They have no practice squad options left. Rookies can not be moved to the practice squad until after the season draft is completed and when the pickup night begins the following Wednesday.  
Shorten Mini-Camp:  Change mini-camp to 1 week instead of 2 weeks and move dates to 1 week later than in the past.

Proposed Rules
Explained
Passed Rule vote from banquet to rookie draft. Rules proposed between the season ending meeting (banquet) and season start (#1 pick, rookie draft) will be put to a league vote by text or email. Voting will be completed by a vote on FFL89.com. Rules after the Rookie draft will be voted on at the banquet. Voting for rules proposed after the banquet will be sent to all teams and a 2 week period will be used to complete the voting. Once the 2 weeks are over, by league rule, 7 votes are need and majority rules. If 7 votes are not cast then the rule will fail. Voting results will be sent to the league with the results. If a rule is posted in March, it will be 2 weeks. If a rule is posted in May it will be 2 weeks. Failed rules can only be sent to the league twice in a season. the next time it can be brought up at the season ending meeting. Rookie draft starts, no rule shanges until the yaer end meeting.
