Why 33 compensatory picks and not 32 ?   In 2021, the NFL announced compensatory picks—the first under its new formula—on March 10 (31 days after the Super Bowl). On March 19, they published a revised list after "a correction by the Management Council to the calculation of average yearly compensation." The revised calculation meant that Damiere Byrd did not qualify as a CFA, giving the New England Patriots an additional fifth-round compensatory pick for Jamie Collins. Rather than remove the last compensatory pick (a sixth-round pick for the Chicago Bears), a 33rd pick was awarded.
Under the NFL's collective bargaining agreement, teams that lose more or better "compensatory" free agents than they acquire in a year are eligible to receive compensatory draft choices. No team can receive more than four. The choices range from the 3rd to the 7th rounds, and they are all positioned at the bottom of the round. The NFL Management Council determines the number and value of the compensatory picks, and it guards the secrecy of its compensatory formula like Coke guards its secret recipe. This much is known: The NFL formula is based on salary, playing time, postseason awards and the net of free agents lost versus free agents signed. There are 32 compensatory picks and no team can receive more than 4. If 32 picks are not awarded than the remaing picks will be given to teams as if it was the 8th round, until the picks reach 32. This would happen at the end of round 7. Compensatory picks can be traded.
